INTRODUCTION
The Town of Columbia Connecticut is soliciting sealed bids for the OLD WILLIMANTIC ROAD AND CHESBRO BRIDGE ROAD PIPELINING IMPROVEMENT PROJECTS.


The projects consists of all necessary work to complete improvements as described in the Contract Specifications for the lump sum base bid. The OLD WILLIMANTIC ROAD project includes the slip-lining of an existing 48” corrugated metal pipe approximately 38 linear feet with a 42” Snap-Tite high density polyethylene (HDPE) liner pipe. The CHESBRO BRIDGE ROAD project includes the slip-lining of an existing twin 60” corrugated metal pipe approximately 32 linear feet each with a 54” Snap-Tite high density polyethylene (HDPE) liner pipe. The work includes all engineering, labor, equipment, and materials necessary to complete the slip-lining process, grouting of annual space, and restoration of disturbed areas for both projects.
 

Sealed bids will be received by the Office of the Town Administrator at the Columbia Town Hall, 323 Route 87, Columbia, CT 06237, until 2:00 PM prevailing time on Monday, June 30, 2025, when they will be opened publicly and read aloud. No Bidder may withdraw his bid for a period of sixty (60) days after the date of bid opening.


A Mandatory Site Walk is required. To schedule a site walk please contact the Public Works Director, Beth Lunt, at 860-228-4270. All site walks must be scheduled Monday through Friday between the hours of 7:00 AM to 2:00 PM.


A satisfactory Bid Bond or Certified Check, in an amount equal to five (5%) of the base Bid, shall be submitted with each bid. The Bid Bond shall be made payable to the Town of Columbia and shall be properly executed by the Bidder and acceptable sureties. All bonds must be from sureties registered in the State of Connecticut.


The Town of Columbia reserves the right to accept or reject any or all bids or options, to waive any technicality in any bid or part thereof, and to accept any bid deemed to be in the best interest of the Town of Columbia.


The RFP documents will be available from the Town Administration Office at Town Hall, 323 Route 87, Columbia, Connecticut, telephone number (860) 228-0110 or the Town’s website, www.columbiact.gov. After bids are received, the Town Administrator may analyze whether vendors have submitted comparable bids and meet the requirements called for. In reviewing the bids, the Town Administrator may consider the past performance, financial responsibility, and sales and service experience of the vendors. The Town, in its sole discretion, reserves the right to reject any or all bids, to waive any defects in same, or to choose to make purchases other than strictly in accordance with price considerations, and/or to choose other than the lowest bidder, if it be deemed in the best interest of the Town of Columbia.
